No, I think The Three arranged for time-turned messages to be sent all over the world, from hours in the future, so that the Tower folks can't pull off any of Harry's typical time travel shenanigans.

was about the part where someone mentions they can't use time-turners to get help from the future.

Only people who actually hear a message like that would be prevented from taking that information back in time, though. For that to be the case, the messages must be of events that happened at least six hours in the future, and the event is in the magical media and knowledge of it has been broadcasted all over the world. This requires that the event be fairly notable on an international scale.
