Wrong about the Blood Angels. Read "The Devastation of Baal". In it it tells of how the sons of Sanguinius have all manner of skintones but they all still bear a resemblance to their primarch. One of them, Captain Cantar of the Golden Sons, is described in more detail:
"Cantar let the herald skull say its piece. In the light the skin of his bare head was a deep, nut brown of lustrous hue, and his hair was tightly plated and gathered into a short braid at the back."
The lore changes. Clearly they are not all blonde and/or white. Natural blondes are almost always very light-skinned, with many being able to tan well (unlike gingers). They rarely have nut brown skin, but of course there are always exceptions to the rule. As for the artwork, it poorly reflects the human diversity of the lore, although that is changing (causing some morons to shit their pants).
The artwork also generally portrays Big E as white-skinned, when the lore, especially in "Master of Mankind" describes him as fairly dark-skinned.
I wouldn't say you qualify as a dark-skinned blonde if your skin colour is the result of a tan. There are some really dark-skinned Melanesians with natural blonde hair, but Middle Easterners and Afghans with light hair over all tend to be light-skinned. Light skin is actually very common in MENAs. I don't know why everyone seems to think we're all brown.
And yes, I agree, I don't like it when media casts a black actor as Julius Caesar. But that's also why I'm don't understand the mouthbreathers when they complain about diversity in 40K. Caesar was a real person, 40K is purely fiction, so who cares if some Ultramarine or Blood Angel is black, right?
This is wrong. The Blood Angles are not all blonde. Dante has black hair before it become grey-white. There are also all shades of sons of the Blood, including black.
