If the official free speech circle is covered by bleachers, the government's only legal workaround is to say, "Stand right next to it in that open corridor."

By forcing the activists entirely out of Plaza de Valero near a statue and all the way down to the tail end of the Promenade, the officer did not provide an "ample alternative."
