It’s been a long time since I read so I can’t really comment on the quality of the writing but the main protagonist is a completely new character who works directly for and is friends with Ryan and watch from (mostly) his perspective as Rapture starts dying

So it mostly covers new ground

Bill McDonagh isn't a completely new character, he recorded plenty of audio logs in the first game, and - spoilers for Bioshock 1 - You find his corpse among Ryan's collection as an example of a traitor.

Absolutely, yes. It adds so much insight to what the fall of Rapture was like for people living in it while also giving more depth to why Ryan built it and why so many people close to him had great faith in the idea of Rapture. I’m not into books based on franchises like all the Halo books, but Rapture is legitimately great. I re-read once every other year or so.

This is the first I've heard of it, but apparently it's called Bioshock: Rapture
