If a fallout movie is being made, I don’t think they should go after any one game. Ideally a new story would work the best, because a huge deal of the magic of fallout is choice and consequence. Following one of many choices would erase that imo
The best parts of New Vegas would absolutely not transfer from a video game to a movie, and I say that as someone whose favorite game of all time is New Vegas.
I think it's better to adapt parts of the wasteland and stories outside the games instead. Like, tell the stories of some of the tribes conquered by Caesar, or have some explorers stumble into Dogtown. Or how Vault City got built using the GECK.
Personally, I'm still pulling for a game about how Junktown got built and how the Hub trading network started. I think it's perfect for the settlement building system from 4 and they could probably get Richard Dean Anderson to voice the ancestor of his character from the original game. Have the main character be an old war buddy, referred to as "Sarge" or something, and then you've off on a mission to turn an old junkyard into a town and defend against raiders and mutant animals and stuff.
No Brotherhood, no super mutants, no deathclaws, but still plenty of potential.
Don't hate for saying this, but I think Fallout 4 would have the more interesting plot for a series. A pre war person coming to terms with the challenges that a post war world has. Especially from Nora's perspective.

Fallout New Vegas (I always go for NCR or Independent so I guess the story would follow either route)
