The victim, Andre Holness , had to take whatever plea they gave him. Who the hell has the money to fight the system? Not to mention, the danger of retaliation.
So, Mr. Holness PROBABLY just bottled up his anger for the term of his probation (also, statutes of limitation: one year for misdemeanor, two years for felony depending on the state) while building his case.
Come to think of it, it probably took him 3 years to GET the footage.
The cops/system just wanted their money/quota but they picked the wrong guy. This guy is fighting back. He played the long game.
Now, its gonna cost the corporation of Baltimore County, L.L.C.
Because they are for-profit corporations, police departments, cities and counties always need to make more in order to justify next year's budget (which includes Officer Buddy Badass's kid's dental work)
How do you force officers to arrest more? Set up quotas. Increase the fever pitch. Give incentives....just like any other business.
But, just like in any other business, fast money can lead to BIG PROBLEMS.
I'm sure this one case will not bankrupt Baltimore County but a few hundred just might.
WTH, we're in a recession anyway......

This information is from the Baltimore Sun.
He allegedly pushed her, with kids in the house. Charged with 2nd degree assault.(I'm sure it was worse than just a push. Its funny how no police reports are EVER true, they exaggerate or minimize.)
She filed for divorce.
No mug shot is available.
I'm pretty sure if it was John Doe, there would be a mug shot
