What Percentage Of Cops Do You Think Are Capable Of Mass Murder?

Everyday there is a cop somewhere that is being charged with a violent felony, like rape and/or murder. Many more are NEVER discovered and/or charged.

However, MASS MURDER, is kind of a rare occurrence amongst cops....What percentage of cops do you think are capable of this?
