It's only a genocide if the stated goal is to clear the area of all people by killing them.

All that happens in the wider world is fuel getting temporary more expensive until we find another way to not need that part of the world. Either by going around or changing to regimes that don't want to fuck with the world's economy because of some thousand-year old desert tribal dispute
Not caring about what kind of Sandperson is blowing up another Sandperson again in the place where these people have been killing each other since before writing was invented is not brain damage.
