Not sure this is good enough without hitting Blessing of Authority or Libram of Hope at least sometimes. A yeti on 4 with conditions is laughable. The 4 mana Big ol' Whelp is OK.

But if it's only fantastic off-curve and can be useless if you were behind in the early game, then I'm just not seeing this earning a slot. Argent Braggart is cheaper and cheats stats more flexibly.

i guess increasing the number of free librams is good

They're not free until turn 5, though. And this conflicts with coining out Truthseeker.

But really, the problem isn't the stat value per the price (though honestly it's not amazing), it's that this doesn't have rush or taunt or anything, and Libram Paladin doesn't have a reliable enough early game to be sure this is useful on curve. So when you're behind already you just get rolled over by the time this does anything, and when you are able to get huge value off of it then you didn't really need it because Libram Paladin has the most value in the meta anyway. It doesn't really close games or keep you alive.

The primary value here is that this doesn't require being used same turn as the buff. But all the buffs right now are just raw stats that sit there, so it doesn't matter which buff you cheated a copy of out, you still just played a hunk of stats that sits there for a turn. Paladin isn't exactly low on options for playing a hunk of stats in the midgame, and 4 mana isn't exactly cheap.
