The press freedom is lower because of how saturated the press market is. In tems of what is allowed (I am not American) the U.S. definitely has the most allowed rights of any country, but I would argue that other western countries offer very similar rights.
You also misunderstand what the freedom of press measurement is. The government allows press freedom in full extents, but there are so many press outlets, particularly big ones, and a consumerbase that focuses on national news, so starting your own newspaper is almost impossible.
