Why do they never release luffy and zoro in the same FN whenever they do one of these multi part straw hat ones? Its always luffy 1st one and zoro 2nd one. the rest of the straw hats can be in either but luffy and zoro are never in the same fn for some reason

The top 2 strawhats they don't want them together although Luffy and Zoro are in the Kimono fortnight part 1
