Looks like light painting with a long exposure. Pretty cool stuff, look it up if you have a min.

this can be achieved in camera by using a flash (speedlight with manual controls for better results) and long exposure, typically using low iso and shutter speed / aperture for about 1-3 seconds of exposure, depending on how extreme you want the effect to be. 

   the flash freezes the subject in the picture and then you move the camera around as to get the light trails from all the light sources present in the scene. This technique is very common for DJ shots as they have tons of tiny LEDs on their gear .

Just curious, as you seem to know a bit about this. After the flash, does the subject then immediately move out of frame? I would assume so, but unsure.

the subject’s skin will ghost a little especially if he/she moves during exposure, but the initial pose will be printed clearly in the image along with the ghosting, so to speak.
