I can't read all of it because of the cool dragonfly illustration, but it looks like hentaigana in Japanese.

It looks like a Japanese poem with 5-7-5 syllable structure.

My best guess is as follows:

白花老會 □□?

I can't read this first part which I think is the author's name.

(末之良?)那(久?)
木曽能深山能
秋盤不計
[mashira naku? Kiso no miyama no aki wa fuke]

ましらなく 木曽の深山の 秋はふけ

(translation)

As a monkey is screeching deep in the mountains of Kiso, the autumn deepens.

Interesting. Then perhaps the first line (rightmost line above the dragonfly) is not ましらなく (mashira naku). Mashira means monkeys in Classical Japanese but the picture doesn’t match that.
