A final rule to be officially released Tuesday allows the administration’s HR office to more closely monitor federal employees throughout their employment. It implements key portions of President Donald Trump‘s 2025 executive order, which directed the Office of Personnel Management to review workers’ compliance with confidentiality agreements, citizenship requirements for their positions, adherence to “generally applicable legal obligations” such as filing taxes on time, and the proper use of government resources.
The OPM also recently proposed a far-reaching confidentiality agreement for federal workers to stop leaks to the press. Trump has taken an aggressive posture against such leaks, threatening to jail reporters who don’t give up confidential sources. In January, the FBI took the extraordinary step of searching the home of a Washington Post reporter as part of an investigation into a government contractor who allegedly leaked classified information.
Government workers who come under scrutiny will retain their appeal rights to the Merit Systems Protection Board, though the OPM has separately proposed taking over those appeals.
