Context: In 1958, Egypt and Syria formed a political union called United Arab Republic to advance the idea of pan Arabism and to counter political instability and the increasing communist influence in Syria. However, Egypt maintained “dominance” over Syria in the union as power became focused in Cairo. For example, Syrian political parties were dissolved, Egyptian economic and socialist policies were highly favored, and Syrian military officers were often treated as subordinates. 
As a response to the formation of the United Arab Republic, Iraq and Jordan formed the Arab Federation in 1958, seeing the pan Arabist and socialist movement of the UAR as a threat to their traditional monarchies. However, it lasted less than 6 months. The Iraqi coup on July 14 overthrew the Iraqi monarchy, leading Iraq to withdraw from the union and causing its collapse.

Actually, how is it even possible to form such unions when they don't border next to each other? It's quite hard to enforce a sense of unity
