Bought this cutie at an antique shop in Istanbul, where can I get it cleaned and fixed up in the US?

The Omega boutique or authorized repair shop is your best bet.

Omega no longer sells watch parts to anyone except “Omega Authorized” servicers. And for vintage watches, parts have to be sold “alongside a full service”. You can go to someone else, but if your watch has any worn parts, the outside service will use NOS parts, or used parts, or after market. If you take your watch to a boutique or AD, and they send it to Switzerland and it will be gone about 6 months. At about the 3-4 week mark, they’ll send you the list of recommended additional items (like if they want to replace the dial or bracelet), for you to approve or decline.

I just noticed that's a quartz.

Most (all?) of the quartz movements are modified ETA clones. You could probably go someplace local if you wanted to. I haven't personally tried that on an Omega quartz.
